Landscape Journal Welcomes New Editor James LaGro Jr.

UW Press is pleased to welcome James LaGro Jr. as the new editor of Landscape Journal: Design, Planning, and Management of the Land. LaGro began his editorial tenure in June of 2021, succeeding former interim editor Katherine Melcher.

James LaGro Jr. is a professor in the Department of Planning and Landscape Architecture at the University of Wisconsin–Madison. He received his MLA and PhD from Cornell University, and he has also worked in private practice as a professional land planner. Prior to joining the faculty of UW–Madison, he served as a 2008-09 AAAS Science and Technology Policy Fellow with the U.S. Environmental Protection Agency’s National Center for Environmental Assessment – Global Change Research Program. His 2008 book, Site Analysis: A Contextual Approach to Sustainable Site Planning and Design, was selected by Planetizen as one of the top planning books of that year.

The following interview with LaGro was conducted by Jennifer Tse of the Council of Educators in Landscape Architecture (CELA) and published on the CELA website, and we are republishing it here with their permission. In it, LaGro details some of his exciting plans for the future of the journal.


ARE THERE ANY SEMINAL MOMENTS IN YOUR EDUCATION OR PROFESSIONAL CAREER THAT INFLUENCED YOUR PATH?

Yes, I certainly have had moments where I knew it was time to close one chapter of my career and move on to the next.

For example, my undergraduate degree is in urban horticulture, so I studied plant ecology and plant physiology, and soils and pathology, and all the things that contribute to healthy plants. I started a business in my senior year—a landscape contracting and gardening business—but within about a year I became much more interested in the design and construction aspects. So that led me to go back to school for my Master’s in Landscape Architecture.

I then worked for five years in private practice. When I was in South Florida with EDSA, I began to see the connections between public policy and land use change and impacts on the environment. And that got me interested in going back to school yet again for my PhD in Natural Resources Policy and Planning with a focus on urbanizing landscapes. Each step was a progression up in scale, looking at increasingly bigger issues.

I have also had good mentors along the way—in universities and in private practice. They influenced my career path by helping me visualize what my next steps could be.

IT SEEMS LIKE YOU’RE COMING INTO THIS POSITION AT THE PERFECT TIME.

I hope so. My experiences as a researcher, educator, and practitioner all help to broaden my perspective on land planning, design, policy, and management. I’ve planted trees and built patios with my own hands. But I’ve also worked on teams that planned new communities on sites as large as 5,000 acres.

AND YOU ALSO WORKED IN SWITZERLAND.

Yes, I did. I learned a lot about green roofs in Switzerland. The Swiss are fantastic in horticulture and in using space very efficiently. So that was fun because I spent time up on rooftops—sometimes five, six, eight stories up, overseeing the construction and planting. Because it was a design-build firm, I would be in the field about half of the time, supervising crews that were always international. These skilled workers came from several European countries.

WHAT INTERESTED YOU IN BECOMING EDITOR-IN-CHIEF OF LANDSCAPE JOURNAL?

One of the reasons is that I love to write. I am continuously trying to improve my craft. I enjoy the writing process. I enjoy editing. And I enjoy helping other people write well. I often review graduate student writing, but I also peer-review journal and book manuscripts. So, this opportunity really appealed to me—a leadership position focusing on writing for publication. Frankly, I was impressed by the position description because it was clear to me that there had been considerable thought given to where the journal has been, where the journal is currently, and where it could go in the future. That came through very clearly. I was impressed by the level of analysis, but also by the visionary aspect—that the task force envisioned a new model for editorial oversight and leadership. It was also clear that this wasn’t just a caretaker role, but an opportunity to provide innovative leadership. So that attracted me very much.

AS EDITOR-IN-CHIEF, ARE THERE ANY TYPES OF SCHOLARSHIP, GENRES, OR TOPICS THAT YOU ARE MOST INTERESTED IN EXPANDING OR EMPHASIZING IN THE FUTURE?

Yes, definitely. I would like to encourage scholarship from a broad range of authors. Original research articles, obviously. Those are the mainstays of an academic journal. But I also would like to find ways to encourage review papers that synthesize the literature and articulate the state-of-the-art on important issues for the profession and discipline. Different practice types, educational pedagogies, and research methods could be examined. I would also like to encourage reflective and speculative essays, to encourage more practitioners to write for Landscape Journal.

I also think there’s a role for advocacy scholarship in landscape architecture. Public policy plays a huge role in shaping the built and the natural environment. So, public policy briefs that are evidence-based and analytical could be published in the journal. These policy briefs might look at two or three policy scenarios: compare the pros and cons, and then make recommendations for policy reforms. These could focus on federal, state, or local-level policies. Landscape architecture, as a profession, could play a more assertive role in public policy conversations in this country and across the world.

HAVE YOU SEEN A LOT OF LANDSCAPE ARCHITECTS ADVOCATING FOR THIS AS WELL?

The New Landscape Declaration addresses this issue and that’s one of the reasons why I’m excited to serve as Editor-in-Chief. So, I do think some of the aspirational aspects of what the LAF (Landscape Architecture Foundation) and the Landscape Declaration are saying are outcomes that I can help bring to fruition.

We also can learn from critiques of built works—projects that have been implemented. LAF’s landscape performance case studies, for example, assess the social, economic, and environmental benefits of selected built projects. These increase our collective knowledge base. And in the best traditions of design criticism (I’m thinking, here, of Ada Louise Huxtable), critiques of built works could offer interesting new perspectives and insights.

IS THAT AN AREA WHERE PRACTITIONERS WOULD COME IN?

They absolutely could. This is an area where both practitioners and educators can contribute—including students.

WHY DO YOU THINK THAT PRACTITIONERS HAVE BEEN LESS REPRESENTED IN THE JOURNAL?

I think it has to do with the traditional expectations for publishable scholarship. And this is one area where I can help. I plan to reach out to practitioners in the field and invite them to reflect upon and write from their experience. These would not be 8,000-word articles reporting on scientific research. But shorter pieces—1,000 or 1,500 words—reflective essays that encapsulate the views and insights that they’ve developed through practice. This scholarship can have benefits not only for students, but for academics who are teaching the next generation of practitioners. I’m hoping this is a mutually beneficial dialogue that helps to shape the field’s future research agenda.

DO YOU SEE THEM AS PLAYING A SPECIAL ROLE WHEN IT COMES TO PUBLIC POLICY DISCUSSIONS?

Practitioners confront public policies in terms of regulatory requirements and ensuring that their projects meet local permitting and approval standards. Practitioners also have an interest in understanding the performance of implemented projects. Research collaborations—between academics and practitioners—could generate useful new knowledge. That kind of information can be good for business and also influential in shaping policy reforms.

Ideally, we will have authors from the research community and the practitioner community writing from their experiences in different contexts. I’m interested in the perspectives of practitioners working in the private sector, but also in the public and non-profit sectors. This is an under-tapped resource. In the city of Madison, the community where I live, there are landscape architects who are or have been in influential positions within local government. They have a story to tell, too, that I think would be interesting and useful.

DO YOU THINK THAT THE GREATER PUBLIC WOULD BENEFIT FROM HEARING FROM PEOPLE SUCH AS YOURSELF AND THESE PRACTITIONERS?

Absolutely. I often tell my students that, as future professionals, they will have a responsibility to be civically engaged. When opportunities arise to serve on committees or advisory boards, they should take them because they have a unique lens for looking at community issues. They can contribute to the greater good if they use their knowledge and values to weigh in on local policy decisions.

IS THERE ANYTHING ELSE THAT YOU WOULD LIKE TO SHARE WITH THE MEMBERS OF CELA?

I’m excited about this new role. The plan is to increase the annual number of Landscape Journal’s issues from two to four. This will happen incrementally. So, all these changes will increase opportunities for publishing scholarship from CELA members, from practitioners, and from other disciplines. More information on the journal’s revised aims and scope and author guidelines will be forthcoming.

WHAT IS YOUR OVERALL GOAL FOR YOUR EDITORSHIP?

Increasing Landscape Journal’s impact factor is a key goal. As an international outlet for scholarship on land planning, design, and management, the journal should be a respected resource for scholars and practitioners, not just in landscape architecture but in other disciplines as well.

Landscape Journal is the official journal of the Council of Educators in Landscape Architecture (CELA). Landscape Journal offers in-depth exploration of ideas and challenges that are central to contemporary design, planning, and teaching. Besides scholarly features, Landscape Journal includes editorial columns, creative work, and reviews of books, conferences, technology, and exhibitions. In publication since 1982, Landscape Journal continues to be a valuable resource for academics and practitioners.

The Journal of Human Resources Will Now Publish Six Issues Per Year

Beginning in 2022, the Journal of Human Resources will increase the number of issues published per year from four to six. This change allows the journal to accommodate a steady increase in top quality research submissions over the last several years.

The Journal of Human Resources publishes articles that use a lens of microeconomics to study everything from healthcare, to the labor market, to early childhood development and education, to government-sponsored programs in various nations. Though the journal’s title may seem to signal a connection with the field of human resources, it actually predates the popularization of this term, which didn’t occur until the 1970s. The JHR was started in 1965 to study “the effects of education, manpower, and welfare policies in the classroom, in the labor market, in the community, and in the lives of human beings,” as Gerald G. Somers, then the chairman of JHR’s board of editors, wrote in his introduction to the first issue. In effect, the use of “human resources” in the journal’s title relates to scholarly examination and evaluation of the US government’s investment in its citizens (its “human resources”) through such policies as the Manpower Development and Training Act (1962), the Vocational Education Act (1963), and the Economic Opportunity Act (1964).

Over time, the journal expanded its focus beyond the US, and now each issue of JHR features research from around the world. For example, the current issue includes studies on air pollution reduction efforts in Sweden, labor issues in Colombia, Italian high school students’ development of personality traits, survey methods to measure cognitive and noncognitive skills in Kenya and Colombia, and the economic impacts experienced by Malawian farmers from a change in their children’s annual school start date.

With such a broad relevance, it’s no wonder that the journal has seen an increase in article submissions in recent years. Adding two more issues per year will expand JHR’s capacity to publish this globally important and timely research. In addition to a full slate of issues, two supplementary special issues are in the works: one on monopsony in the labor market will be published in 2022, and another on child mental health will appear in 2023.


The Journal of Human Resources is among the leading journals in empirical microeconomics. Intended for scholars, policy makers, and practitioners, each issue examines research in a variety of fields, including labor economics, development economics, health economics, and the economics of education, discrimination, and retirement. Founded in 1965, the Journal of Human Resources features articles that make scientific contributions in research relevant to public policy practitioners.

The Social Cost of Water Pollution

The most recent issue of Land Economics, a special issue entitled “Integrated Assessment Models and the Social Cost of Water Pollution,” is now available. The papers in this issue stem from a 2019 workshop organized by David Keiser, Catherine L. Kling, and Daniel J. Phaneuf. Read an excerpt from the introduction to the issue, written by the organizers.


The eight papers in this issue were presented at a workshop titled Integrated Assessment Models and the Social Cost of Water Pollution. The event took place on April 3–5, 2019, at Cornell University. This was the second annual workshop, part of an ongoing effort to understand how changes in water quality affect society, with the ultimate goal of providing estimates of the “social costs” of water pollution that are useful for policy analysis across broad spatial scales. This requires moving beyond economic case studies, emphasizing instead multidisciplinary research operating at large spatial scales and involving economists, ecologists, hydrologists, and related disciplines. It also requires coordination with state and federal agencies, NGOs, and other stakeholders to provide tools that have both scientific rigor and practical usefulness. The workshop brought together academic economists, ecologists, hydrologists, and agricultural engineers; agency scientists and policy experts; individuals from private sector institutes; and students to hear talks, participate in discussions, and build foundations for future collaborations.

The reference to integrated assessment models (IAMs) in the workshop title serves to emphasize the scale of ambition for this research community. An IAM is a collection of modules that individually describe the components of a complex system and work together to understand how the overall system works. Disciplinary specialists contribute their own expertise to build the IAM components and also cooperate with other researchers to assure that the components are compatible. Estimating the social costs of water pollution involves linking the sources of water pollution with their fate and transport in waterways, their impact on downstream ecosystem services, and changes in economic value or costs among affected populations. This requires the expertise of hydrologists, ecologists, and economists, respectively.

The specific papers are examples of progress to date. They include a mix of IAMs focused on predicting the economic benefits from improved water quality, IAMs looking at the costs of achieving pollution reduction objects, and studies that explore specific components needed for integrated assessment. The applications span locations and spatial scales, such as iconic water bodies and their surroundings (Chesapeake Bay and the Great Lakes), a state-level analysis focused on Michigan, a river basin scale application to the Republican River in Kansas/Nebraska, individual watersheds in Illinois, Massachusetts, and Minnesota, and a nationwide application. Collectively the studies illustrate the range of research tasks, challenges, and products that define the agenda of research on the social costs of water pollution.

Raising the Minimum Retirement Age: How Do Workers Respond?

As populations are aging, governments around the world are looking for ways to stretch pension programs to accommodate large numbers of retirees. One option is to raise the minimum retirement age, as Germany did in 1999, upping the retirement age for women from 60 to 63. Economists Johannes Geyer and Clara Welteke analyze the impacts of this policy shift in a Journal of Human Resources preprint article. They wanted to know whether women over 60 changed their labor market status as a result of the reform. Did employed women stay in their jobs longer or use unemployment or disability benefits as a way to exit the labor market? Geyer and Welteke joined us to discuss their findings.


Why did you decide to pursue this topic?

Population aging is an enormous challenge for the financial sustainability of public pension systems of many OECD (Organisation for Economic Co-operation and Development) countries. Germany is facing a rapid increase in the old-age dependency ratio in the coming years. Already every second person in Germany is over 45 years old and every fifth person is over 66 years old. One way to increase the financial sustainability of the pay-as-you-go pension system is to increase the legal retirement age, thereby extending contribution periods whilst simultaneously decreasing pension expenditures. However, legal retirement age increases often have undesired distributional effects. Furthermore, workers may not be able or willing to work longer and may choose other exit routes from employment. Thus, it is of great importance to gain empirical evidence on the effects of pension reforms that increase retirement age thresholds. Our goal is to gain insights into the effects of this important question and inform policy makers.

What is one takeaway from this research that you’d like to communicate to policy makers?

The increase in the early retirement age for women in Germany resulted in a large employment increase in the affected age group (60- to 63-year-olds). One could conclude that the reform was a success and recommend similar measures for other countries and groups. However, the reform was successful in increasing employment because the labor market was in a good state and women were able to continue their employment. We also find that inactive and unemployed women remain longer in their respective status due to the reform. Another factor was the early announcement of the reform, which gave enough time to adjust career plans.

As a main takeaway, we recommend early retirement age increases as an effective tool to increase employment of the affected group, if labor market perspectives and the health of workers enable such an extension of their working life. Retirement age increases should be announced well in advance and those who are not able to work longer should be offered appropriate support, such as disability pension schemes.

What’s one question that emerged from your research that you’d like to follow up on, or that you hope someone else will explore in the future?

One of our results was that non-working women affected by the pension reform did not return to the labor market while employed women stayed in employment. In a follow-up project, we look at the distributional effects of the pension reform at the household level. More specifically, we wanted to know if the pension led to increased income inequality. Our results suggest that the distribution of available household income is not affected by the reform. One reason for this result is program substitution. The study is forthcoming in Labor Economics. In a current project, we look at health effects of the reform. We use administrative data from German health insurance that contain detailed information about individual diagnoses from medical practitioners’ records. Preliminary results suggest that the reform led to an increase of psychological symptoms.

What are some of the ways in which raising the retirement age could theoretically backfire on governments? Did you find any evidence that this is happening in the case of Germany?

The reform can be considered a success in retrospect. It did not lead to an increase in unemployment or large increases in disability pensions. However, the positive employment effect is strongly related to the good labor market performance at the time. Our results also show that women at this pre-retirement age do not react very flexibly to changing conditions. The results would have been different if Germany had experienced a large recession. Interestingly, this result is also found in other countries, like Australia and Austria. Therefore, governments should also invest more in labor market opportunities for older workers and develop better strategies to bring the older unemployed back to work.


Johannes Geyer is deputy head of the department of public economics at DIW Berlin. He earned his PhD in Economics in 2012. Between 2012 and 2016 he was a visiting professor at Humboldt-Universität Berlin, in addition to his work at the DIW Berlin. His research focuses on issues of social protection and demographic change. For this he uses empirical methods of microeconometrics and microsimulation.

Clara Welteke is an economist at the German Federal Ministry of Finance since April 2019. Her work focuses on pension provision and the sustainability of public finances. Previously, Clara was a researcher at the Public Economics Department and the Gender Economics Research Group at the DIW Berlin. Clara received her PhD from the Free University Berlin and the DIW Graduate Center in 2017. She holds a Bachelor’s degree in Philosophy & Economics from the University of Bayreuth and a Master’s degree in Econometrics and Mathematical Economics from the University of Amsterdam. After completing her Master’s degree, Clara worked as a consultant for the World Bank. During her doctoral studies, she worked for the OECD in Paris and the European Commission in Brussels.

The Impact of Pollution Exposure on Educational Outcomes and Inequality

Upcoming Journal of Human Resources article uncovers the hidden effects of pollutants on cognitive development and academic performance in adolescents

Increasing environmental consciousness means that more people are reaching for metal straws, but we may not be aware of a much larger issue: the hidden toxins in the air. New research set to appear in the upcoming issue of the Journal of Human Resources suggests that pollutants from local Toxic Release Inventory (TRI) sites may impact the productivity and educational development of students in nearby schools.

Over the past four years, Claudia Persico, an assistant professor at American University, evaluated over one million elementary, middle, and high school students in Florida using their Florida Comprehensive Assessment Test (FCAT) scores, their level of academic success, and general wellness. With over 30% of schools in Florida existing within one mile of a TRI site, exposure to air pollution was found to be associated with lower test scores and a greater chance that students will be suspended from school, have greater numbers of absences from school and perform lower on their FCAT exams. Persico expanded on these results to determine if different proximities to TRI sites affected grade repetition, behavior, and health over time. When students’ records were examined, it was revealed that those who had been exposed to the pollution for a greater cumulative time had lower attendance records and more health concerns.

1. How did you decide to pursue this topic? What spurred this study?

I used to study the neurobiology of autism at the Boston University School of Medicine, but I became interested in why low-income children perform so much worse in school and are more likely to have disabilities. Because the developing brain is so vulnerable to the environment, this got me interested in studying pollution.

It turns out that in 2014 alone, Toxic Release Inventory (TRI) sites in America (which represent only one type of industrial plant) released 3.95 billion pounds of (untreated) toxic chemicals into the air, land, and water, out of 25.45 billion total pounds of toxic chemicals created in production-related wastes. Although we do not currently have comprehensive evidence on which pollutants are most harmful, the evidence we do have is worrisome and suggests a source of inequality that has not yet been explored in depth. Namely, since African American, Hispanic, and low-income families are more likely to live and attend school in close proximity to sources of pollution like toxic waste and TRI sites, where housing is less expensive, it is possible that exposure to pollution—which more affluent families can avoid because they can afford more costly housing—is one mechanism through which poverty produces negative cognitive and health outcomes over time.

2. You note that about 30 percent of children in Florida live within one mile of a TRI site. Is Florida an extreme case? How are the effects of pollutants on cognitive development applicable to other areas of the United States and the world?

There are currently about 21,800 TRI sites operating across the United States and the Environmental Protection Agency estimates that 59 million people (about 19 percent of the population) live within one mile of a TRI site (EPA 2014). We find that nearly 22 percent of all public schools were within one mile of a TRI facility in 2016 serving more than 11 million public school students.

While other countries don’t call their factories TRI sites, it is likely that my findings could generalize to power plants, pharmaceutical industry, chemical, metal, and concrete manufacturers, as well as other factories that produce pollution containing carcinogens or known developmental toxicants worldwide. It is difficult to know how many people this would affect given that there isn’t a central database for international pollution, but my guess is that many people are affected. 

3. What is one takeaway from your article that you’d like to communicate to non-scholars (or policymakers)?

These findings have strong implications for where we locate schools, playgrounds, public housing and places children or pregnant women congregate. For a long time, we have known that neighborhoods matter to children’s long-term outcomes. We are starting to realize that pollution is one major reason why this is the case, that pollution might drive more inequality than we are comfortable with, and that the true costs of pollution are only beginning to be understood.

4. To what extent do you feel that your research could inspire change in policy?

I think policymakers are starting to be interested in these findings, and I am optimistic about the future. While the land near TRI sites is cheaper to build a school on in the short run, the truth is that these sites might jeopardize the very mission of the schools located there. This also says nothing of the long-run costs on the children exposed to this type of pollution. In the back of the envelope calculation, we find that being exposed to TRI pollution in school leads to a US$4,361 decrease in lifetime income per person (in present value terms). With 436,088 children in Florida ever attending school within one mile of an operating TRI site during this sample period, this result implies US$1,875,178,400 in lost lifetime earnings.

5. Will you continue to pursue similar questions or will you take your research in another direction?

Yes, I am pursuing several new projects about the true costs of pollution. For example, I have another new working paper (along with David Simon and Jenni Heissel) in which we compare students who have to switch from elementary to middle school or from middle school to high school as they progress through the school system. We compare children who switch from a school that is upwind from a highway to a school that is downwind of a highway, and again find that highway pollution affects students’ test scores, behavior, and absences. Children who attend school near a major highway are again more likely to be low income or minority than children attending school elsewhere.

Claudia Persico is an applied policy scholar whose research focuses on environmental policy, inequality, health and education policy using causal inference methods. Persico is also an IZA Research Affiliate, and a Research Affiliate with the Institute for Policy Research at Northwestern University. Her research has recently been featured in the Quarterly Journal of Economics, the Journal of Labor Economics, and the Journal of Human Resources. Her current work examines the social and biological mechanisms underlying the relationships between poverty, the environment, and children’s cognitive development and health. In particular, much of her current research focuses on how early exposure to environmental pollution can cause inequality by affecting child health, development, behavior, and academic achievement. She has also studied how school funding affects long term outcomes, how school segregation impacts racial disproportionalities in special education, and how childhood exposure to pollution affects academic outcomes. Her research has been covered by the New York Times, the Washington Post, NPR, the Atlantic, and many other major media outlets. She was formerly an Assistant Professor at the University of Wisconsin-Madison.

Which Renewable Energy Source Is Best for Citizens’ Well-Being?

For a long time, economists lacked an objective way to measure complicated outcomes like well-being, so this aspect of human life didn’t receive much attention in the economic literature. Heinz Welsch is part of a growing movement in research to use subjective data, such as survey responses, to understand human impacts. In a video for Latest Thinking, Welsch describes his study examining the relationship between type of energy source and citizen well-being, the results of which were published in Land Economics journal.

The study looked at German citizens’ proximity to solar, wind, and biomass plants. The authors relied on survey responses to find correlations between well-being and the presence of a particular type of power facility in the local area. Welsch and his coauthor Charlotte von Möllendorff found that while the positive financial and moral aspects of solar energy balanced out the negative, “eyesore” qualities of solar installations, resulting in no net impact for citizens, those living near biomass facilities experienced significant decrease in well-being due to the strong odors emitted by the plants. Interestingly, people who had to deal with wind turbines going up in their neighborhoods experienced negative well-being for a certain period following installation, but this changed over time into an overall positive effect.

In the Latest Thinking video, Welsch expresses the hope that his research will aid the many countries that are currently in the process of restructuring their energy supplies in response to climate change. With evidence that certain forms of renewable energy make better neighbors, governments would do well to consider citizen well-being when deciding how to power their futures.

Finalist, National Book Awards! (Philippines)

The National Book Development Council of the Philippines and the Manila Critics Circle have just announced finalists for the National Book Awards of the Philippines.

Among the finalists in the History category is Feeding Manila in Peace and War, 1850–1945 by Daniel F. Doeppers, emeritus professor of Geography and Southeast Asian Studies at the University of Wisconsin-Madison.

The University of Wisconsin Press published the book in 2016 in the series New Perspectives in Southeast Asian Studies, which UWP publishes in collaboration with the Center for Southeast Asian Studies at UW-Madison. The book focuses on how Manila has historically dealt with the formidable challenge of getting food, water, and services to millions of residents, a problem that is increasingly pressing for policy makers, agencies, and businesses who manage food, water, and services for the world’s megacities.

Benedict J. Tria Kerkvliet of the Australian National University has called Doepper’s work “outstanding, wide-ranging scholarship that shines in every chapter. He crafts a thoughtful, well-reasoned analysis of provisioning Manila and comparable cities. This is a sterling example of how to investigate and analyze such questions, not only for other parts of the Philippines but elsewhere in Southeast Asia and beyond.”

UWP licensed a Philippine edition for the book to Ateneo de Manila University Press, which submitted Doepper’s book for the award competition. Winners will be announced in the coming months.

DEAD MEN (& WOMEN) DO TELL TALES: BRINGING WISCONSIN LEGAL HISTORY TO LIFE

In July, University of Wisconsin Press will release WISCONSIN AND THE SHAPING OF AMERICAN LAW. Author Joseph A. Ranney takes a unique look at legal history through several key individuals who worked to better Wisconsin, especially with regard to equal rights.

When I sat down to write Wisconsin and the Shaping of American Law, I faced an ambitious challenge: describe one state’s law as it evolved over more than 200 years and how it became part of the larger fabric of American history. But, a bigger challenge soon emerged. Many general readers view legal matters as intimidating, boring, or both—how to engage them?

Here enters the power of storytelling. Many of the book’s chapters begin with portraits of people whose lives and views collided in ways that changed the direction of Wisconsin and American law. As the book progressed, other diverse characters appeared on the legal stage who astonished and humbled me. Here are a few of my favorites.

James Doty

Some history buffs know James Doty as an early Wisconsin pioneer and politician, but few are aware that he was one of the nation’s great territorial judges who built the first system of courts and law in the wilderness west of Lake Michigan. Doty was also an early advocate of Native American rights, a stance that eventually cost him his judgeship. Edward Ryan’s life unfolded like a Greek drama. He rose and fell as an apostle of the Jacksonian legal vision in the 1840s, fought judicial corruption and state-rights sentiment in the 1850s, and then descended into obscurity, bitterness and old age until, in the 1870s, he was picked to be Wisconsin’s chief justice and spent the last years of his life forging a new law for the age of industry. Ryan changed American law in tandem with other great judges including Michigan’s Thomas Cooley, Illinois’ Sidney Breese, Iowa’s John Dillon, and Ryan’s Wisconsin colleague and sometime rival Luther Dixon.

John Winslow

John Winslow, Wisconsin’s chief justice during the Progressive era, is my particular favorite, and I hope the book will help him gain the recognition he deserves. “Fighting Bob” La Follette was the leading face of Wisconsin progressivism, but a good case can be made that Winslow was the individual most responsible for the movement’s long-term success. Temperamentally conservative but sensitive to underdogs, Winslow undertook a national campaign to explain Progressives and conservatives to each other. In the process, he won both sides’ respect and turned the judicial tide in Wisconsin in favor of reform.

Even those lacking a legal voice fought to shape Wisconsin law. The book profiles several Wisconsin heroines of women’s rights: Lavinia Goodell, who overcame Ryan’s opposition to become Wisconsin’s first woman lawyer; suffragist Mabel Raef Putnam and author Zona Gale, who together induced the legislature to enact a pioneering women’s rights law in 1921; and their spiritual successor Mary Lou Munts, a state legislator who was the principal architect of Wisconsin’s modern divorce law (1977) and a pioneering marital property law (1986). Lloyd Barbee

movement: William Green persuaded the legislature to enact Wisconsin’s first anti-segregation law (1895), and Lloyd Barbee won a long legal battle to end school segregation in Milwaukee eighty years later.

I am grateful to these legal actors for helping me from beyond the grave. They drive home the oft-forgotten truth that although law is based on reason it is also shaped by our collective hopes, fears, and the courage of those who stand by their beliefs. I hope that readers of the book will enjoy the actors’ stories and will absorb the lessons they teach us about legal history.

Journal of Human Resources contributes to public policy debates

With this post, we launch an occasional series highlighting the University of Wisconsin Press journals program. UWP began publishing journals in the 1960s.

The Journal of Human Resourcescover_jhr is among the most important journals in the field of microeconomics, with research relevant not only to scholars but to current debates in public policy. Findings and analysis published in JHR are often covered by major news organizations, including the New York Times, Washington Post, Huffington Post, NBC’s Today Show, CNBC, and National Public Radio. The journal’s scope includes the economics of labor, development, health, education, discrimination, and retirement.

Founded in 1965 at the University of Wisconsin–Madison, JHR continues to be housed within the Institute for Research on Poverty. JHR has had many accomplished editors over the years, including Sandra Black, who was appointed to President Barack Obama’s Council of Economic Advisors in July 2015. The current editor, David Figlio, is the director of the Institute for Policy Research at Northwestern University.

A past JHR contributor of particular interest to the University of Wisconsin–Madison is the current UW Chancellor, Rebecca Blank. Her work on poverty and public assistance programs appeared in four articles in JHR before she became Deputy and Acting Secretary of Commerce in the Obama administration.

Intriguing examples of research presented in JHR can be seen in two upcoming articles. The first, “It’s Just a Game: The Super Bowl and Low Birth Weight” by Duncan, Mansour, and Rees, interprets data from 1969 to 2004 for mothers whose home team played in the Super Bowl. Read the Washington Post’s coverage here. “The 9/11 Dust Cloud and Pregnancy Outcomes” by Currie and Schwandt also examines birth outcomes, in this case in relation to the events of 9/11. Their findings were recently cited by National Geographic.

Other topics recently covered in JHR included the effect of birth order on the development of a child, the unintended consequences of China’s One-Child policy, the influence of school nutrition programs on childhood obesity, the effects of age on hiring practices, and the effect of the minimum wage on employment practices.
