The International Health Policy Program was established in 1986 by the World Health Organization, the World Bank, and the Pew Charitable Trusts to improve access to health services for the most disadvantaged people in developing countries. This volume reviews the program, assessing whether IHPP has fostered institutional and individual research on health policy in developing countries and helped policymakers effectively use resources.

Ralph Andreano is professor emeritus of economics at the University of Wisconsin–Madison and a former staff member of the World Health Organization and consultant to numerous United Nations agencies.
